The Miss Capital City Board is pleased to announce that Colby Dee Coskery has been appointed as Miss Capital City's Outstanding Teen 2009. Colby Dee will be crowned by Julianne Giles, Miss Capital City's Outstanding Teen 2008, at the 2009 Miss Capital City pageant on November 22
